If they had been successful, they would have ended by now. We have all seen toll roads that continue to collect fees long after the roads or bridges the tolls were set up to build have been paid for. The Patriot Act is another example. Once it was implemented, the risk of it being pulled back was minimal, even if supposed “elected representatives” have a chance to vote on it or not. Once a bureaucracy is installed, it will fight tooth and nail to stay alive.
