The controlling party has a rougher time during midterm elections. It is their policies and handling of national issues which has to be defended. The opposition party has the more desirable position: they are able to sit back and critique. Even lawmakers who aren’t directly tied to the president end up having to defend him and his decisions. It makes the overall strategy one of defense for the party that controls the White House.
