3. Foreign Trade

The idea of something being foreign is commonly associated with things that are strange, out of place, and sometimes unwelcomed. International Trade, on the other hand, sounds like we are part of world community trading together for mutual benefit. It is much more of an accurate description and people are far more receptive to the idea. It also emphasizes the benefit is worldwide, which means people will more readily see it as something positive for themselves and their country. Foreign trade sounds like something which will only help those foreign countries. What sounds better to you: foreign oil trade, or international oil trade? When communicating ideas, you need to cognizant of how some words may detract from your point.
